Virginia Code § 2.2-3706(A)(1) requires disclosure on request of an adult arrestee's routine initial booking photograph. If release verification is also needed, separately request the release entry showing the actual date and time, authority or destination, and release type if retained and nonexempt. Keeping the requests distinct makes the custodian's response easier to interpret.

Its posted schedule charges two cents per page, fifty cents for a CD, actual postage, and staff time at $20 per hour, with the first 30 minutes free. Electronic delivery has no supply charge. Virginia's Spotsylvania Mugshot Rule

Virginia law draws a clear line between access to one adult routine booking photo and operation of a public online gallery. Section 2.2-3706 supports a specific request to the custodian. No Virginia law found in the governing research forces RRJ to publish a statewide or county release-photo feed. The lack of an online archive therefore does not by itself mean the photo is secret, and the public-record rule does not promise endless web display.

The adult-photo rule also has boundaries. Temporary withholding may protect a felony investigation. Juvenile material does not belong in an adult inmate search. Virginia courts do not make Juvenile and Domestic Relations case information available through the public online case system. A request must also respect sealing and expungement orders, medical information, victim or witness identifiers, and other material that law permits an agency to withhold.

A released person's image and release record answer different questions. The photo establishes an intake image associated with a booking. The release entry records a departure or custody change. The court file records the case result. A VADOC or registry image may come from another system and another point in time, so it should never be described as the RRJ booking photograph without official support.

Spotsylvania State Photo Sources

A person transferred from RRJ into a state-responsible sentence belongs in the VADOC record system. The public locator is useful for custody, supervision, and release-date information, but the static official documentation reviewed does not promise an offender photograph. A live result must be inspected before claiming that an image appears. Otherwise, ask VADOC for the specific offender photograph or record and accept the agency's cited answer. Do not substitute an unrelated RRJ photo for a later state record.

The Virginia Sex Offender and Crimes Against Minors Registry provides photographs for people who fall within its defined legal coverage. Virginia Code § 9.1-913 requires a photograph and specified information for qualifying registrants. That image is a current registry record, not necessarily the RRJ intake photo. Registry presence is not a release date, and registry absence says nothing about people who are not required to register.

Custody notification is separate again. Virginia Jail VINE can alert a registered user to an RRJ custody event, but it does not become a photo archive. State-prison notifications now run through VADOC and NAAVI for eligible victims, not through local Jail VINE. Each official system should be used only for the question it is designed to answer.


Spotsylvania Mugshots Beyond Official Records

Verify a Spotsylvania Photo Record
